Panel “Certifying the future: A live research debate on security certification” in the ETSI Security Conference 2026
Representatives from EMERALD, TELEMETRY, CUSTODES, COBALT and OSCRAT participated in an interactive panel in the ETSI Security Conference 2026 in Sophia Antipolis on 22nd October. Panelists discussed which current approaches to security certification in the age of AI agree, and which they don’t.
EC3 Project webinar
COBALT, DOSS, EMERALD and TELEMETRY organized a final webinar on 7th October at 15:30 to present the approach and the results of those funded projects.

2nd Workshop on Whole-Lifecycle Security for Smart Systems Methods and Tools
TELEMETRY, DOSS, EMERALD, COBALT, CUSTODES, and CURIUM organized this workshop in SMARTCOMP 2026, (Messina, Italy, 22 June 2026) that aimed to bring together researchers, industry professionals, and policymakers to discuss approaches, methods, and tools that address cybersecurity across the entire lifecycle of IoT and cyber-physical systems.
Cross Project Exploitation Workshop with HE and Digital Europe Cybersecurity Initiatives
TELEMETRY, EMERALD, DOSS, CUSTODES and CONFIRMATE participated in this online workshop on 18th June, organized by the COCYBER project, and dedicated to strengthening collaboration and accelerating the path from research results to real world impact
IoT Day webinar and roundtable
To celebrate the Global IoT Day , DOSS EU, EMERALD HE PROJECT, COBALT Horizon Project , CUSTODES EU Project, and TELEMETRY organized a 2-hour webinar and roundtable to discuss how policy frameworks and certification mechanisms can evolve to support a secure, interoperable, and globally trusted IoT ecosystem.
Workshop in Rome “Driving Exploitation Forward Together”
On 20 November 2025, TELEMETRY hosted a collaborative workshop at the Engineering headquarters in Rome, bringing together four Horizon Europe projects: TELEMETRY, COBALT, DOSS and EMERALD. The meeting focused on aligning approaches, exchanging practical experiences and identifying complementarities that can support more sustainable and impactful project outcomes.
Global IoT Day Webinar and Roundtable
DOSS, CERTIFY, EMERALD, FLUIDOS, RESCALE, TARDIS and TELEMETRY have organized the Global IoT Day webinar “Latest research results in IoT Supply Chain security to ensure compliance with the CRA” on 9th April 2025.

EMERALD and COBALT presented the session “Cloud Security Certification” in the “Cloud / Edge Security Challenges” webinar, organized by the European Cybersecurity Competence Centre and Network.
About us
European Cluster for Cybersecurity Certification
The European Cluster of Cybersecurity Certification (EC3) is envisioned to provide a forum for discussion and collaboration for research and innovation initiatives that address the challenges and issues of Next Generation Agile Certification from various perspectives and approaches. Its main objective is to foster collaboration among existing research initiatives, creating a critical mass of projects to share experiences, collaborate on approaches in order to elaborate a broad EU perspective, and discuss challenges for adoption and future research.
Collaboration will be established in different ways.
Collaboration on technical activities:
- Technical collaboration between projects.
- Collaboration on scientific papers.
- Sharing/Developing best practices for approaching technical collaboration with open-source communities.
- Development of roadmaps for future research.
Collaboration on dissemination and exploitation:
- Organisation of joint workshops focusing on both academia and industry.
- Supporting individual projects through the organisation of project innovation management events.
- Organisation of joint exploitation workshops to bring together researchers, technology transfer experts, legal experts, industrial experts and external venture capital experts and obtain recommendations for projects.
- Whitepapers on specific topics.

Resources
The EC3 cluster suports EUROSCAL (The EU Friends of OSCAL), an open community interested on leveraging OSCAL that promotes the adoption of this framework in Europe. OSCAL allows to communicate security requirements / catalogues, establish machine-readable baselines, maintain up-to-date descriptions of implemented controls, and automate their monitoring and assessment activities.
Collaborative Metrics Repository
The Collaborative Metrics repository represents a joint effort of the projects under the umbrella of the European Cluster for Cybersecurity Certification (EC3) to develop metrics that can be reused by any project. It includes a variety of well-defined security metrics that can be easily integrated into different projects and can be used for continuous certification.
Cybersecurity certification Policy Brief
This Policy Brief presents CUSTODES key policy recommendations and highlights how innovative approaches to cybersecurity certification can support a more secure, trustworthy, and resilient European digital ecosystem.

Three ETSI documents – two Technical Reports and one Technical Specification – based on research and technical results developed within the DOSS project have been published:

Joint paper on the Collaborative metrics repository
EMERALD and COBALT collaborated in a research paper titled “Developing Security Metrics for Automated Compliance Checking“. This paper presents a data model for security metrics based on a systematization of compliance requirements, and we propose a methodology for their elicitation. The method is based on an ontology that enables a systematic development of metrics with a comparable degree of abstraction.
Joint paper on OSCAL
EMERALD and COBALT collaborated in a research paper titled “Beyond Static Audits: Using OSCAL to Streamline Continuous Cybersecurity Certification“. This paper addresses the challenge of automating cybersecurity compliance and certification processes for cloud services and presents how OSCAL enables interoperable, machine-readable representations of security controls, implementations, and assessment results.
